The maximum size of a multidimensional array

Question - what is the maximum size of array ?
Can it be enlarged?
In a one-dimensional array I managed to get to 1 million.
Below are sample data that I want to convert. I will write a CSV to array parser. However, there are e.g. 30 million rows of this data.
